Static Planner & Rotating Planner
Role & Responsibility:
* To collect, review and discuss work order inputs, resource requirements etc. with concerned departments to prepare and monitor work programs for repairs, preventive and corrective maintenance, plant shutdowns and turnarounds for specific jobs on specific equipment under contract. Plan the required resources and infrastructure to ensure timely availability.
* Perform smooth and reliable maintenance of COMPANY equipment. Contractor’s planner shall work under the coordination of maintenance COMPANY planner (IFP).
* Maintenance planning and reporting activities for specific equipment under specific contract which include: identifying the required maintenance tasks; identifying, obtaining & assisting TLNG Logistics in purchasing the required spare parts; identifying the correct tools; maintenance activity progress status report; procurement progress status report (if any): and Labor & Cost status report.
* Assisting IFP Planner in checking the incoming work requests for completeness, and interacts with Operations (under the coordination of IFP Planner) to assess job condition requirements in the field before finalizing plan.
* Determines the detailed resource requirements for the assigned work such as: manpower, skills, estimated man hours, material, spares and special support devices such as cranes, scaffolding, forklifts etc., and prior to executing the job.
* Plan and organize the assigned work in advance to minimize inefficiencies and wasted technician time during work execution; i.e., parts, resources, tools, equipment, permits
* Plan non-emergency work and schedule the planned work for specific equipment under specific contract, under the coordination of IFP Planner and Maintenance Dept
* Uses the computer system to maximum advantage by generating schedules, regular reports and analyses.
* Acquires all information and inputs from originators of work requests to prepare a resource plan for required resources so that timely availability can be assured.
* Reviews work priorities with concerned Operations Supervisor to assess backlog work, and to schedule preventive and corrective maintenance programs. Follows up on work progress to minimize variation from plan. All these activities must be under the coordination of IFP Planner.
* Maintains information on backlog jobs pending due to resource unavailability, shutdown etc and follows up with concerned departments to expedite work.
* Reviews requirements for plant shutdown, discusses details with Engineers and department heads and prepares consolidated work lists for shutdown as well as preliminary estimates of manpower and material. All these activities must be under the coordination of IFP Planner.
* Maintains data in the computer system on maintenance work carried out, manpower and time, personnel availability, spare parts used etc. and updates the data regularly for accurate reference.
* Prepares regular performance reports, status reports etc. for specific equipment under specific contract using the computerized system to maximum advantage.
* Request work approval from the authority and schedule all work based on priority automatically calculated by the MAXIMO (using RIME and PBCA) and other specific requirements and justification
* Assign enough work to fully load each man power resource with a full days work
* Measure time spent by maintenance resources performing value added work
* Hold personnel accountable for completing work within a specified time
* Maintain at least a 30 days active work backlog per craft to ensure that there is always value added work to be performed and eliminate the temptation to “find work” during period of inactivity.
* Schedule and allocate resources for the assigned work to optimize utilization and minimize overtime.
* Prepare the basis for Long Term Maintenance Scheduling, prepared up to 5 years ahead (splitting into 5 year plan, annual work plan, rolling 3-month, weekly/bi-weekly, and daily) and update annually. All these activities must be under the coordination of IFP Planner, as the responsibility to develop overall activity planning schedule (long term, medium, and short term planning) is under IFP.
* Allow the preparation of more time detailed annual and 3 month schedules for specific equipment under specific contract, and feed this information to IFP Planner.
Qualification:
* Candidate must be a national personnel
* At least 10 (ten) years applicable experiences in Planning and Scheduling of maintenance activity for offshore/onshore oil and gas production facilities, or petrochemical, or refinery, or LNG plant, or power plant.
* Must have a working knowledge of applicable industrial practices and must have been the principle engineer responsible for the control of similar activities.
* Must be experienced in the use of computer programs (including MS Project and Primavera) applicable to the control of resources and activity durations on each specific Work
* Must also posses very good in estimating skills, having performed in an estimating role on similar job.
* At least a D-3 or Bachelor of Science degree in engineering related to field or construction management degree.
* Must have a good planning and organizational abilities
* Good interpersonal and communication skills
* Good English both in oral and written
* High analytical skill
* Be able to work independently and as a team as well
